Abu-Bilal al-Minuki, also known as Abu Bakr ibn Muhammad ibn Ali al-Mainuki, was a top leader in the Islamic State.

The Counter Extremism Project reports that Al-Minuki mainly operated in Africa’s Sahel region. This area is large and semi-arid, stretching about 5,900 kilometres from the Atlantic Ocean to the Red Sea.

The Sahel region covers parts of several African countries, including Senegal, Mauritania, Mali, Burkina Faso, Niger, Nigeria, Chad, and Sudan. It also reaches into Gambia, Guinea, Cameroon, and Eritrea.

Al-Minuki was reportedly a senior commander in the Islamic State West Africa Province (ISWAP). He also led operations connected to the Lake Chad division under ISIS’s General Directorate of Provinces.

Authorities believe he played a key role in managing international funding, communication, and planning for extremist groups in Africa.

Because of his suspected role in global terror activities, the US State Department named Al-Minuki a Specially Designated Global Terrorist (SDGT) in June 2023.

This operation marks another major counterterrorism effort by US and African security forces, as concerns about ISIS-linked activity continue in the Sahel and West Africa.
